I notice alot of people use the old RS 13" alloys on their race cars. Are these lighter than the Minilite style a few others seem to be using?

Seems to be a few different types being used. I am at that stage now where I am compiling a list of required parts to do my own Locost race build and if I feel its too much to take on I will go with a used car and then consider building the next one.

The Capri wheels are a little bit heavier than the Minilites but much, much cheaper.  Wheels used to be restricted to original-fitment Ford at one point but that rule vanished without any mention about 3 years ago.  

Word of warning: go for the Capri laser and not RS 5-spokes.  The RS version looks the same but has flat seats for the nuts, rather than the tapered seats of the Laser wheels.  This means you have to use the big nuts & washers which weigh quite a lot more (relatively speaking).

I think I will try pick some cheap ones up from Ebay to recondition and have spare. What would a good price be for 4 average confition RS wheels be?

It varies quite a bit but somewhere around £60ish is reasonably good going.
